EAGLE PALMS (18 YEARS OLD)

QUESTION: Once an Eagle Scout turns 18, can he still earn his Eagle
Reason for Question: The BSA allows youth members whom are in
Explorers to stay active in scouting until their 21st birthday.
In addition, I have a scout who is nearing his 18th birthday and only
needs to complete 1 Eagle required Merit Badge in order to complete
the requirements for the Eagle rank. He already has enough additional
merit badges for his first 3 palms, but needs to complete the 3 months
leadership requirements for each palm after completion of the Eagle
GRANTED: If the scoutmaster is reviewing the boys records (remaining
requirements) on a regular basis, the scenario above should not occur.
But this young man transferred into my troop in this predicament and
now I need some guidance on what course of action is best.
