The references are to be listed on the Eagle Scout Application as
stated. The Board of Review is instructed (by the Advancement Guidelines
and, I think, on the Eagle Application) to determine the character of the
boy by whatever means it sees fit, using the references. This means that
each Council or District Advancement Committee may set the requirements
of having letters, making calls to the persons listed, or whatever is
suitable. Letters are the easiest on everyone. Our council has used
that method for many years and it works well. This is one of those items
left to local policy.
