I agree with everything he said about two leaders at meetings but then he
goes on to say:

Huh? I always thought the boys put on the program, whether it was a troop
meeting or an outing. Unless specificly asked by the PLC, the adult
leaders should not be putting on any program at troop meetings or outings.
It is useful to have extra adults on outings to handle the logistics.
Also, if they form their own patrol and operate by the patrol method
themselves, they can serve as an example. However it is the boys that
should be putting on the program, not the SM and his/her assistants.
