We tell the Eagle Scout that, assuming he passes and I have not had one
that did not pass in over 30 boards that I have sat on or chaired, he is
an Eagle Scout as of the day of the board. All the paperwork comes back
with that date on it. BUT, we tell them to wait until they get the
paperwork back from National in the event it is not a clean app.
