This sounds like a case of some people being innies and others being outies.
I'm an outie.
Outside of the tent it protects the tent fabric from sticks, stones,
etc. Here in Illinois, moisture from the ground will dampen the bottom
of the tent making it messy when rolling up, rain or not. Ground cloths
will help keep the tent floor drier and cleaner. Ground cloths are
easier to wash and dry than tent floors.
You really have to watch the tenderfoots though. The problem of ground
cloths collecting water can and will occur if campers are not careful about
tucking them under the tent.
Either inside or outside the tent makes sense. If you have two tarps,
doing both is probably the best.
Also, if you tell the boys inside the tent with ground cloths, there is
always a boy with Scout Handbook in hand correcting the Scoutmaster on
