As far as merit badges go: Although I don't quite remember the proper
name, the "Advancement Policies and Procedures" book specifially states
that a parent may counsel a MB for his/her son. This does not appear to
be open to interpretation or restriction at a lower level. Of course, we
presume that the troop is only registering qualified MB counselors.
