People in this thread seem to be confusing two seperate issues: Two-deep
leadership and Youth Protection Policies.
Two-deep leadership is the rule that for all troop activities, there must be
at least two leaders present. In part this is to protect the youth (and the
adults from unjust accusations) but it is also to ensure that in any
emergency there will still be a leader present.
Please note that merit badge counseling sessions are NOT troop activities.
Youth Protection Policies state that an adult and a child must never be in a
one-on-one situation. Two deep leadership is one way to accomplish this.
Having a Scout bring a buddy to a merit badge session is another way to
