I don't know of any reason an adult should be kept out of leading simply
because he was abused as a child - be it in Scouting or not.
Your real issue with this person is his vow to "get around BSA rules". Read
the adult application, it clearly says that the person signing on will comply
with BSA policy, rules & regs. If he really intends to skirt policy, I think
your committee has no choice but to remove him. Make sure your DE and
Council Exec know what is happening in case a liability ssue comes up.
Have some other adults talk with the guy first, see what the real problem is.
I mean, if he really cares about the Scouts, he should come around.
