Introductions & First BIG Question

Greetings to All From Beautiful Ohio:
For the past couple of years I have served as the camp director for our
council (Buckeye #436) Boy Scout Summer Camp Program. One of my
responsibilities as Camp Director has been to provide Youth Protection
training to the leaders in camp. During the training, I always stress the
importance of the Chartered Organization Rep. knowing that he/she is
responsible for the leadership of the unit, and this should be explained to
them before they sign any adult application. This has brought up, what I
feel, is a good question: we use provisional units during the last week of
our 8 week summer camp program. Boys who were unable to attend with their
unit are given a "second chance" to attend under the leadership of volunteer
Scoutmasters who return for a second week.
The question is: Since these leaders are typically unkown to the CR, are we
within the guidelines of Youth Protection? Unfortunately, like many such
questions, it is a matter or liability rather than practicality. I assume
this same question would apply to council contingents to high-adventure
bases, etc. The results are good - nearly 30 boys attended camp this year
who would not have been able to otherwise.
I welcome all comments and suggestions on this matter.
