In our council, yes. FOS and SME are synonymous terms. For some time they
were used together as FOS/SME. Now the council's fundraising program is
referred to only as FOS.
Nearly half our council's budget comes from United Way support. This scares
me. At the same time our district's FOS goal does little more than fund the
DE. In fact after we consider the cost of his car and other benefits, as
well as a share of his superiors' salaries and clerical support, I seriously
doubt whether our FOS goal is enough to cover that. In addition, he seems
to spend a large amount of his time working with the FOS chairman to achieve
this goal. As I see it, his job consists of raising money, recruiting Cubs,
and raising money.
I agree it is possible the BSA would function much better without most of
our professional bureaucracy.
