The patch to which you refer is called the Scouting World Crest, and is
worn on the left side of one's chest, somewhat obove the pocket and other
insignia. Any Scout or Scouter, of any level, in any sanctioned
Scout/Guide/Pathfinder movement is allowed to wear this insignia. It does
not, obviously, come on our uniforms, but can (not must) be worn.
