I'm thinking that anyone in the approval process can recommend disapproval,
but the final decision is the Council Scout Executive - he has to put up with
But, the Sponsor can disapprove anyone, as they own the unit and are
responsible for the leadership.
Lastly, you sound as if you welocme the parent, so I don't know that I would
let an incident without conviction stand in the way. After, not only are we
innocent until proven guilty, we are also innocent when proven not guilty!
Don't let a tiff between feuding(?) parents stand in the young Scout's way
of a great Scout experience with either parent.
