I agree with all of this but one thing that we all have to remember.
National has given each council discretion in how and when they require YPT
from their adults. National requires it of all adults that attend events
sponsored by National - Jamboree, NOAC, etc. Local councils are free to do
the same, nothing, or anything in between.
