I'm sorry I don't have any literature available to quote. For an
activity there must be two adult leaders, one must be at least 21 years
of age, the second at least 18 years of age. One adult must be
registered in the BSA, the other can be an unregistered parent.
The new Quality Unit Award requires one adult in each unit to be
responsible for Youth Protection Training. I have never heard of a
requirement that states you must have a person trained in YPP on each
