Scouting without adults

I think I will invest my opinion about this topic.
Here in Switzerland we have a lot of experience of activities without
adults, because we have a complete diffrent system then somewhere.
Our principle is "Youth lead youth"!
Normaly every patrol has his outdoor activity every saturday. Respon-
sible is a 14 to 16 years old PL. Sometimes there are also campouts up
to three days in this small groups of 8 scouts (11-14 years old).
The traditional 14 days campouts are lead by a young adult (18-20). He's
responsible for everything. Also for search and book a nice camp place.
We don't have fixed camping sites except the international center in
Kandersteg. In the committee are only other youth (14-18) and never an
adult especially no parents!
The cubs are leaded by young poeple too (15-18). Sometimes also in a
