Most of the advice you've been getting seems to be sound. Two quick points:
1. The Star leadership requirement (p. 594 of the Scout Handbook) requires a
"position of responsibility (or carry out a Scoutmaster-assigned leadership
project to help the troop)". Any SM worth his/her salt can find one of these.
2. Troop committees simply DO NOT have the authority to plan the troop's
program. If they do, it stops being a troop and starts being something else.
