You will need to ask about his abilities. I worked in a troop with
several scouts with Downs and the capabilities varried. BUT, they
were all ultimately capable of being scouts and doing most scout
activities. Some required more time and one-on-one help to
complete advancements, some were difficult to tell from non-Downs scouts.
And at least a couple of them earned Eagle.
Bottom line, Downs in and of itself did not determine the boys abilities
and there was great variability. But then there is great variability
between some scouts anyways. Integrating him into the troop and
learning his abilities, and helping him where he is a bit slower (if at
all) is probably all that is necessary.
