Your boys are simply following the time honored tradition of mankind
which is, if it's not time to hunt or plow, find a mate (best left
out of most of our programs), or build shelter or acquire this knowledge
from the elders than it is time to sit around and relax.
Therefore, I believe if you start some programs wherein scout activities
are based on survival and/or camping skills, fitness etc. and turn them
into a game or competition such as who in the Patrol would make the best
"Cave Man", "Hunter", "Woodsman", "Guide" etc. and make it clear that all
these skills might just someday save their lives or at the very least
impress a girl (that's the find a mate part (fitness too!)), you should
see a little more participation and enjoyment on the boys part.
Naturally these games would include requirements for rank and/or merit
badges etc. to add additional incentive to participate and make it easier
for you to make up the games.
