Forgotten items (was Re: Woodbadge Tickets)

I remember being taught at Woodbadge that making Scouts sing and do a
ridiculous dance for items they either lost or left lying about is
contrary to the spirit of Youth Protection items. I still see some of our
Woodbadge-trained leaders doing this though. Is this a common policy, or
does it differ from place to place?
