You need to contact your district advancment (council) chairman. They are
the ones who will translate the Scouts of Canada rank to BSA rank. The
process is outlined in the Advancement Committee Policies and Procedures Guide.
Since this process is not done often, he may not be familiar with the
process. Give him a chance to read up on it and do communicate with him
about it so you understand the process as well. DO NOT DO THIS YOURSELF at
the unit level. The person most likey to be hurt or messed up by short
cuttting the process is the scout when it is time for Eagle (if he stays in
the U.S. that long).

The requirements for Eagle are mostly trivial, any scout is capable. Doing
them is what is significant, because most people never finish what they start.
