Several years ago we had a good discussion of this subject on the Compuserve
Scouting forum. I believe one of the effects of year round schools is that only
part of the troop will be off school at any one time. This will change the way
summer camps and high adventure programs are handled.
Looking on the positive side, this could actually enhance the reliance on small
groups, i.e. the patrols, by forcing patrols to be formed with the school calend
in mind. B-P might have approved.
