Bureaucratic is as bureaucratic does (one of those dumb
Gumpisms). There shouldn't be a problem unless someone
wants to make an issue of it. I would suggest that rather
than seek out reciprocity between our separate programs you
let the Scout earn the awards in parallel and
simultaneously. Use your Canadian standards for the
Canadian awards, and award them as achieved. Use the U.S.
standards for the B.S.A. Merit Badges. To be a Merit Badge
Counselor you need not be a registered Scout leader
(though you are) -- but you should be a registered counselor
with expertese in the field. Therefore, you and others
should fill out the B.S.A. counselor forms, use the
respective MB books, and sign the MB cards (even partially
achievments) as the elements are achieved. I would be
hard-put to believe that his future Scoutmaster or Council
would not find your work together acceptable.
Could someone on the SCOUTS-L list advise as to how best to work him
into our Canadian badge system, while still gaining credit for BSA
badges on his return.
My initial thinking is to include him in all of our Achievement Badge
sessions leading towards the Canadian Chief Scout's award (the 14 year
old "equivalent" of Eagle Scout) and to write up a detailed report of
all the skills and qualifications completed.
I would hope this might be accepted at his next U.S. Troop as proof of

We will be doing camping, cross-country skiing, canoeing, and sailing
activities thoughout the year.
This young man will be turning 13 in 1995 and is currently a 1st Class
Scout in the U.S. system. His parents are originally from California,
most recent posting being Georgia.
