I remember one time living in an area where there was no public road
maintenance; we had a local nonprofit organization which dealt with the
problem and the hat was passed to all the neighbors a distressing number of
whom did not pay.
One fall when snow was about to fly, we sent out notices to the
neighborhood (about 13 miles worth of roads) that the association was going
out of business for lack of support and that there would be a neighborhood
meeting to discuss what to do next.
We never had a better turnout, nor were checkbooks ever more apparent and used.
