IN MY OPINION (with 25 years of observation thrown in):
Some merit badges have been 'give aways' at some summer
camps for as long as I can remember. YES, we should
observe and report, and try to make sure the real
learning of the skills are maintained. However,
other merit badges like Life Saving and First Aid
have mostly remained fairly constant and more difficult.
I think a balance is fine. And in the end results,
I have seen no real great increase in the number of
Eagle scouts, due to a few EASY MB's at summer camps.
On the other hand, a few easy MB's awarded to the younger
scouts may be an insentive to tackle the more difficult MB's
and maybe gain some confidence that they can strive
to make it to Eagle?
If we make all the MB's too difficult, younger socuts could
get discourged, and we could loose them even sooner.
just my 2 cent opinion/observation - your milage may vary and I admit
that I have been wrong before, just ask my wife ;)
