YES, merit badges must be earned, as must advancement.
I had a case recently where a new scout thought he could
show up with his parent and a pile of stuff, not properly
packed to meet the Tenderfoot requirement for showing
yourself ready packed before a campout. Having recently had
to deal with an unprepared scout on a 3 day hiking trip who
nearly ended up with exposure.
I explained to him that he had to show up ready to leave on
a trip, and be able to carry all his gear, in any weather,
and used the previous experience to show him why. He will
be prepared when we go hiking.
Merit badge counselors who "give away" badges should be
reported to the camp organisers and either be trained
properly or not used again. maybe they were "given" merit
badges in the past and do not know better!
The object is to learn something, not collect badges.
