Do your scouts see these things as problems, or are they just perceived
by the adult leaders? If the scouts see the problems, then work with
them on solutions. If they don't see the problems, whatever you do to
solve them won't work. If they've elected poor leaders, then they get to
see the consequences of electing poor leaders. They should have the
opportunity to change the leaders. BUT, they have to see these problems
before you can expect them to take steps to solve them.
