Oops, looks like I said N and meant Y somewhere in the Reply sequence.
Anyway, the Forget-Me-Knot award ... you mentioned the negative aspects
... I assumed those aspects were the reason it wasn't given to anyone
under Star. By the time they make Star or Scouter, they should be able
to tell the difference between good-natured ribbing and nasty hazing.
Done properly, I can certainly see the boys in our troop getting a real
HOOT out of this. I can also see them TRYING to earn it, alas. :-)
