The facts as I know them:
1. Was this a council sanctioned activity?
2. How were the materials distributed? By hand or just left on the table?
it was along the line of "here, take one, they are free. Sure,
take one home for your sister(!)" It is not clear if th
of the material was explained to the child.
3. Were they distributed by a staff member, a camper or a visitor?
staff member - the Chaplain to be exact
4. Has anyone notified the Camp Director or Chaplain?
Cubmaster of our pack had a discussion with Camp Director, altho
distribution did not cease. I wrote a letter to Camp
I am told by the Cubmaster (who I have known his entire life, and do trust)
that otherwise, all spiritual/devotional/religious activities were
entirely appropriate and inclusive.
He also mentioned that the new Chaplain was a young guy. The previous year's
Chaplain visited the camp, and he thought this distribution was over the
