Identify this patch?

I got a patch at a garage sale this weekend, but I have no idea what it is.
It has a trefoil on it, so maybe it's a scout patch... can anyone here
It's an oval patch, almost 3" high and about 2-1/2" wide. It has a black
background with a gold border. There is a gold eight-pointed star, and on
the star is a green circle with a scalloped edge. On the green circle there
is a white trefoil.
Under the gold star there is a green band that follows the bottom curve of
the patch. On this green band the words "TOUJOURS PRET" appear in gold letters.
I purchased this at a garage sale in Chalmette, Louisiana, which is a suburb
of New Orleans. The lady running the sale had no idea what it was or where
it came from, but there was some other Scouting stuff there.
Can any of you patch collectors identify this one?
