Inner Tube Raft Race

Here in the Cherokee Area Council we have had a raft race
down the Hiwassee River at Reliance, TN for 12 ? years.
The scouts lash a framework to inner tubes and 'race'
2 miles or so to the finish. It was just cancelled because
according to the 'Guide to Safe Scouting' ( g2ss.txt in AOL
Scouting library ) under Safety Afloat <each> raft must have an
accompanying canoe with water-trained adults in it. I can't seem to
find this particular bit of information.
We engage the local emergency service to be at key spots
along the way, each person on the water wears a PFD, the
route is marked, the river is not over 4 foot for 90% of the way,
it has very few rapids that are shallow at best,
almost 20 canoes are posted along the way, the rafts are
released 2 minutes apart for a timed race and the rafts are
inspected before the race. We expected 100 rafts to compete.
3 to 8 boys per raft. Never had more than a scrape for an injury.
Does anyone have a comparable event? How is your safety
handled? This event was scheduled for Sept.8-10. There is time
to resurrect this if a solution can be had. ( If at least, it will be a
shame to waste these 750 patches that were made. )
I believe this event was worthy of a Boys' Life feature article.
