The current requirement for Second Class states "Participate in an
approved (minimum of 1 hour) service project." For Star and Life the
requiremetns state ". . . take part in service projects totaling at least
6 hours of work. These projects must be approved by your Scoutmaster."
No where do the requirements state that service projects required by
another organization cannot count. And given that we are not to add or
subtract from the requirement, it would appear that the Scoutmaster has
discretion to decide whether the service required by a school is in
keeping with Scoutings goals and can count. The rigidity of the program
is built in, but the flexibility is all yours.
