Safe Swim Defense

When are the 8 points of the safe swim defense required? IOW, when are
the scouts "swimming?" When they are wading across an ankle deep
stream? Knee deep? Thighs? Chest? When they no longer have one foot
on the bottom at all times? When are they just "playing in the water,"
and when are they "swimming?"
My troop was having a glorious mudfight on the mudflats at Goshen Scout
Reservation this summer, but got chased away by the camp staff because
they didn't have a lifeguard with them. So, when is the safe swim
