Someone brought up a good point regarding the use of scouters in the
tenderfoot, second class and first class BORs.
I think that it is a serious setback for the scouting organization. What
type of message is national sending to the scouts. It sounds to me, like "we
dont trust you to make these decisions anymore". The troop is supposed to be
boy-run, including planning, implemention, training, and discilpine (to a
Who would know better whether a scout truly completed the requirments, and
really knows his "stuff" better than the persons who taught him.
I think national could have writtern the policy to require one or two
scouters present for "quality assurance", but try to understand how the boys
must feel about this.
