SMOKING BSA POSITION

"The BSA position is that leaders not use tobacco products in any form in
the presence of youth members and that care should be taken to provide
smoke-free enviornments for all Scouting participants.
A new BSA smoke-free policy helps to enforce this position; it states that
"All buildings or facilities under control of the local council are to be
designated as nonsmoking facilities. Smoking outside entrance/exit doors is
not permitted at any location. In addition, all Scouting functions,
meetings, or activities should be conducted on a smoke-free basis with
permitted smoking areas located away from all participants.
BSA literature and national facilities are reflecting these changes. The
policy will be included in all standards and documents, and local councils
are encouraged to implement it by December 1995."
