There is the section in the Guide to Safe Scouting that says adult leaders
"may not allow the use of tobacco products at any BSA activity involving
youth participants." (online version, based on 1994 printing) This wording
is in bold which indicates it is a rule/policy.
So it would appear that there is a national policy.
