This has been a recent and ongoing discussion in our Troop. In our case, the
District is forming a Merit Badge Counselor list. Also, I have seen and heard,
in several training courses, the suggestion for the Advancement Chairman of a
Troop to make up their own MB Counselor list. If this is truely against
policy, I would like to 1) see the policy and 2) suggest to Nationals to update
their Training materials.
In any case, policy says that a Merit Badge Counselor must be registered with
BSA. This means that they have to fill out an Adult Registration form (and
they have a special code), but they are NOT required to pay any fees. As far
as I know, the rest is local policy.
Locally, we have to fill out another form (it is not required, but VERY
STRONGLY suggested - if you know what I mean), which states basic information
about the counselor, why they are 'qualified' to counsel merit badge 'X' (this
is the one that has sprouted most of the discussions) and whether they wish to
counsel in a certain troop or the whole District. Whether or not they work
with one troop or the District, the District records the information for use
with the Advancement and Eagle Committees.
The main reason for the registration is pure and basic CYA ... we need
counselors and not 'bad' publicity. The registration form requires disclosure
of any previous dealings which go against BSA policy. If someone is rejected,
it is so we don't run into problems with disgusting things like child
