Kids are always going to be kids. Being Scouts isn't going to stop
activity/experimentation of this kind. We can certainly encourage
behaviors, but we cannot control it.

There is no National policy. A policy has been sent to local
Council's who were ASKED to adopt it. Some have, some haven't.
Your local Council Executive Board has the option of refusing or
your Council President could just refuse to put it on the agenda to
avoid the vote altogether.

Check with your Council Executive Board to see if they approved the policy.
If they haven't, then it doesn't apply.

I hate to be the one who has to point this out (since I'm a smoker) but the worl
would spin tomorrow if all the non-smokers left instead. It doesn't make
any difference, so we might as well learn to live together and live with
each others faults.
