Sorry, but I think you got carried away on this one. The
school has a legal resposibility for the child, the BSA does not.
The units which I have been associated with stay of out family
affairs, in fact many of them send the flyers to the scout (or
cub) and not the parent. If it is to the parent then we make
sure that it is the parent with whom the child is living. Then
leave it to that parent to ask for stuff to be sent to the other
(and a number of saparated and/or divorced parents do in fact ask
