I apologize in advance for for this response, but I have strong feelings on

policies, or pracitices of the existing units exclusionary.
A new pack/troop/post is needed whenever more youth can be served.
Yes, it is about numbers! The scouting program should reach the greatest
number of youth that it can. If we are satisfied to serve only the youth we
have now, WE ARE NOT DOING OUR JOB.
If no one ever started a new troop, than your troop would not exist because
it was a new troop once without trained leaders, program, equipment, etc.
Whew, that felt good!
