I'd suggest that you send information to BOTH parents.
My step-son's father and I are both ASM's in our Troop and work well
together. It is a bit confusing for new parents, we even have thought of
having T-shirts made to diagram the relationship.
Seriously, don't ask anyone to step forward or back. Greet and welcome
both. The boy will be better off for it and the Troop/Pack will benefit
too. Give the boy the reminder that his situation has the benefit of MORE
people who love him not fewer. Remind the adults to be adult. Accept two
or three parents from a boy because in other cases there will be no one
there for him.
Turn what could be seen as lemons into lemonade.
BTW, be sensitive at Courts of Honor to have pins etc for all the parents
who will come up if parents are asked to come forward. An attempt to save
a few cents for the Troop can leave a long time bad memory for a boy or
