You are correct. All ambiguity has been removed from this issue. The
1995 printing of the 1994 edition of the "Advancement Policies and
Procedures Committee Guide", No. 33088, states in bold print at the
bottom of page 19:
"There is no time limit for completion of merit badges other than age 18."
