But the evidence would never have been noticed had the scout not been tested.
These BOR are for finding out how the scout feels about the program, what
he likes, what he dislikes and even what he would change. We are not only
reviewing the scout's attitude but more importantly we are reviewing the
program that we are delivering to the scout.
