Our policy in the Algonquin Council, Framingham, Mass is that
once a scout has started a badge, he has until his 18th birthday
to complete it. Of course, if he changes MB counselor, the new
counselor might want to double check some of the completed
requirements. This might happen when a scout starts a badge at
summer camp or a jamboree an then finishes it with the counselor
