I agree with Steve regarding the positions of responsibility. The scout has
to be willing to do the job.
Another point that I quesiton, is that how can this scout be ready for star?
The first requirement is "be active in your troop for at least 4 months as a
first class scout." Has this requirement been fullfilled.
In addition, requirement two deals with scouts spirit and living up to the
scout oath and law. Is this requirement being fulfulled. What about "I will
do my Best". Has he really done his best, or at least attempted it.
It sounds as though these two scouts need a scoutmaster conference, not for
rank advacnement, but to go over their performance and attendence in the
troop and what will be expected of them for the rank of Star Scout.
One thing that we do in our troop is to give every scout that takes on a new
position of responsibility, a copy of his duties. He is told that his
performance will be based on these duties. We are also strict as to what
leadership positions we give out. The chaplian aide position has not been
given out in past years because we do not have anyone in the troop that can
supervise and rate their performance. If a scout was really interested in
this position, we would consider speaking with our IR (the priest) and
consider a joint effort between the two.
