BSA policies specifically allow for parents who are approved merit badge
counselors to sign off for any scout, including their own son.
If you are adhearing to your "rules" then none of your leaders could be
parents. Do you really have that luxury?
I suggest that what you really need to have is people certified as merit
badge counselors (and appropriately registered with the council).
Counselors should be certified in areas where they have the appropriate
knowledge. Then they should be properly trained in the idea of "meet the
requirement, require no more, accept no less." A parent is not automatically
a merit badge counselor!! A counselor who does not adhear to BSA rules
should be removed from the list of approved (certified) counselors.
