Events that count towards Hiking and Camping merit badge are to be
determined by the counselor. As Hiking counselor I attend each hike. We
only allow BSA events for Camping merit badge but again, it is the
counselor that decides.
As for uniforms, We have a Troop Handbook that sets the rules and
proceedures. Our uniform policy is stated in this document. When a boy
joins he is given a copy and taken through it. As with any organization
his participation is voluntary. If he were on a baseball team he would
not play in street clothes. I would state the policy, black and white.

The analogy to baseball team uniforming is poorly chosen. In theory,
one makes "the team" based upon ability. Teams are
generally sponsored with uniforms supplied.
Scouting serves to develop or enhance abilities - to urge
boys to do their best. It should be non-exclusive. (There
is an uncomfortable underlying thread here: if you don't
like our ways, go somewhere else. There may not be another
there, there.) Uniforming is a guide, and for all the
advantages stated for uniforming it is not the key to
Scouting. Living the Oath and Law is the bedrock, and fun,
and learning, and.... Full uniforming is also expensive,
reasonable accomodations/alternatives should be established
- a used clothing bank may be helpful. A Troop should not
be a para-military organization.
