Since many scouts come back with partials, the time after summer camp may
prove to be a good opportunity to sign up parents to council merit badges
for which they are qualified.
Though a Scoutmaster must, in my opinion, process any merit badge for
which a registered counselor has "signed off," this doesn't mean that
he/she can't help boys improve the skills later. Scouting is a process
of first acquiring skills, then mastering them through use. The merit
badge doesn't imply mastery - but helping to lead the troop program can
further one along the path to mastery. Good communication between the SM
and the SPL can help to make this happen.
