Here in AGESCI (Italian Catholic Guides and Scouts Association) we
recently switched from a "theoretically mandatory" training to
"mandatory, period" training. Each unit (pack, troop, clan) must have
at least one fully trained leader - two for co-ed units.
Fully trained means he must have attended Basic Training and Woodbadge
Training - both are Week-long camps. It's acceptable to have Basic and
pledge to go thru Woodbadge during the year.
- the association on the whole kept growing
- some "bad apples" had to leave, and some trouble units folded
- the programme is improving
