I have to laugh (quietly, of course) when I see something like this stated.
Think about it . . . If a scout takes a partial to a merit badge counselor it
is still the counselor's responsibility to satisfy himself/herself that the
requirements have been met. As a counselor, I am responsible and have every
right to re-examine the scout before I sign that he has completed the MB. As
a counselor, I determine whether to accept the partial, regardless of it's age.
I may be less rigorous in rechecking a recent partial . . .
So, if you have a scout with a partial more than six months old, don't hesitate
to send him my way. I will also discuss with him what he did
to meet the requirements and thus satisfy myself that he met them.
Of course, I also imagine that some SMs approve the uncompleted requirements
without requiring a scout to see a merit badge counselor. In that case, the
SM detbrmines the time limit.
I suggest that a statement be made to the effect that "Scouts are urged to
complete partials as soon as possible after returning from summer camp."
