One more common, but incorrect, practice evident in many camps. Partial
completions are good until the scout reaches his 18th birthday.
Advancement Guidelines says on page 19 that "There is no time limit for
completion of merit badges other than 18." While at camp last weekend I
saw and read, but didn't take a copy of, a notice just recently released by
National concerning partials. It indicated that there was not time limit
and that the final counselor had ultimate responsibility for the badge.
Thus, he could take steps, short of requiring the scout to repeat all the
requirements, to satisfy himself that the work indicated had actually been
done. The notice indicated that future printings of literature would
reflect this clarification of existing policy.
